High Speed Rail: Is Everyone on Board? is the first independent look at what stakeholders, private as well as public, north as well as south, think about the current proposals to establish a high speed rail network in Britain.
Published by Gateway Associates Paul Clark, Katrina Krishnan Doyle and Michael Ward, the report is independent of government or the rail and civil engineering industries. It has not been commissioned by supporters or opponents of high speed rail, though individuals from both camps responded. No one was paid to respond to this survey.
The report has been prepared by an interdisciplinary team of concerned individuals as a contribution to public debate. Intentionally, it focuses not just on the projected route for HS2, but on the broader transport, economic and environmental case for high speed rail.
The report presents an informed snapshot of concerns and opinions which we believe will be of use to both advocates and critics of high speed rail.
